Blogging platform is the base on which you are going to express yourself. The simplicity and ease of usage will get the best results out of you. If you are like me, you would not like to do too much coding to achieve good results.

An example on blogger would be like http://srinivas.blogger.com. Here srinivas represents my page and it is hosted on blogger.com. The same applies to WordPress or Livejournal. All these are free blogging
Self-Hosted means, the blog that you host is your own. You are the master. My domain http://saisrinivas.com, is self-hosted. To host your own blog you will need a domain name and then a web host. Self hosted blogs gives you the maximum flexibility, in terms of design, scope and adventure. WordPress.Org, Drupal, Joomla are good CMS systems for self hosted blogs.
Which is the Best Blogging Platform then?
There is no such thing as a blogging platform that is the best, because every blogger has unique needs in terms of individuality, the project undertaken, expansion prospects etc. Your taste and comfort level determines your choice. The most important factor from my perspective, is, the platform should be continuously developed and have a good following. This will ensure sustainability and usability in the long run.
You are going to find negative reviews, describing serious limitations or the inability to achieve geek wonders. A platform is good as long as it meets the stated objective. A note on reviews: Compare the review to the recent version of the platform. A Google search may list lot of topics, but improvements may have happened from the time an issue was faced.
